Step-1
Take a sheet of tissue paper and fold it in half. Concertina fold the tissue paper.

Step-2
Use sticky tape or glue to attach one end of the folded tissue paper to the side of the hat.

Step-3
Gently prize the folded tissue apart to form a pom pom. Repeat this process all the way around the side of the hat so that the entire hat is covered with paper pom poms.

Step-4
Cut two lengths of ribbon to tie a bow under the chin. Attach to either side of the inside of the hat with glue.
