what is the actual diameter measured on the inside, I need it to be at least 10" on the internal edge to edge

I have found that the internal ring size is 1/2” smaller than the outer ring size.

I’m struggling to get the inner hoop inside the wooden outer hoop now that I’ve got the Crosstitch material in place. Does anyone have any helpful tips for for getting it in?
I may be mistaken but it sounds like you're lining up with the outer hoop.
Line your pattern up with the inner hoop, then place the outer hoop on. Because of the outer hoop being flexible it can be fiddly getting it to sit on but I found having it on a hard flat surface meant I could hold it in place and gently go round the edge to make sure it was in place. You may need to give the fabric another tug once on to make sure it's still taut.
